Kathleen Cloutier, Executive Director


 

Kathleen Cloutier is the executive director for ACAP.  Ms. Cloutier came to ACAP from Springfield, MA where she worked for eight years as the director of administration and finance for a not-for-profit human service agency that provides rehabilitation services to adults with developmental and psychiatric disabilities.

Ms. Cloutier previously worked for eleven years as the chief financial officer for a community action agency in Massachusetts. Her work experience provides Ms. Cloutier with a background that is consistent with ACAP's mission and the expectations of its stakeholders.

Complimenting her experience in human services, Ms. Cloutier has a master’s degree in business administration (MBA) from Purdue University and an international master’s degree in management from ESCP-EAP Business School in Paris, France. Ms. Cloutier's business training has served ACAP well in improving organizational, communication, and financial structures since her arrival in 2005.

Shamim Huq, Director of Administration and Finance


 

Shamin Huq is the director of administration and finance and ACAP's chief financial officer.  Mr. Huq holds an executive BBA and an executive MBA from Delta State University in Cleveland, Mississippi.

Prior to coming to ACAP, Mr. Huq was the operations director at Mid-Delta Community Services, a Community Action Agency in Arkansas. Mr. Huq has extensive experience in program development, results oriented management and accountability (ROMA), GAAP, human resources, technology/ infrastructure development, as well as federal grant writing and management.

Mr. Huq is responsible for the overall administration and operation of the organization's financial management and IT departments.

Neenah Bland, Director of Community and Career Services


 

Neenah A. Bland is the director for community and career services for ACAP and is responsible for the program oversight in the agency's community outreach offices in Albany, NY and Cohoes, NY.

Ms. Bland is a native of Albany. Her educational background includes a bachelor’s degree in human services and a master’s degree in education and counseling. Ms. Bland has over twelve years of experience in the human services and non-profit fields. She also brings to ACAP experience in counseling, training, supervision, and grant writing.

Terry Kimball, Director of Early Childhood Education


 

Terry Kimball is the director of early childhood education at ACAP. Mr. Kimball has a master’s degree in clinical psychology and brings a wealth of management and leadership experience from time worked as a program manager and administrator in various capacities for Liberty ARC in Amsterdam, NY since 1981.

During his tenure at Liberty, Mr. Kimball decentralized a large day treatment program into smaller community based locations which fostered inclusion of the program participants. He was also able to develop enhanced funding for family support services which reduced the waiting list by 90% and implemented an electronic record keeping system that resulted in reduced billing errors.

Mr. Kimball is also a member of the Mental Health Association Board of Directors for Fulton and Montgomery Counties. In addition, he has vast experience working with the families of children and adults with special needs and has a wonderful ability to relate to parents and their concerns.

Peter Lindley, Director of Housing and Energy Services


 

Peter Lindley is the director of housing and energy services for ACAP.  As the previous director of housing at the Commission on Economic Opportunity for the Capital Region, Mr. Lindley is a seasoned weatherization professional with experience working with many federal, state, and private housing, energy, and weatherization programs. Mr. Lindley has extensive management experience with ten years of experience in property management, six years in hotel/restaurant management, as well as carpentry/sub-contractor experience. He is a community leader and has provided an experienced voice to several groups including the Waterfront Commission in the city of Troy. Mr. Lindley is certified in Lead Safe Practices, is a BPI Analyst I and holds IREM – Apartment Resident Management Certification.

Mr. Lindley leads a team of six energy efficiency professionals to provide Albany County a resource for increased energy efficiency for all eligible households.

Nihla Zarook, Director of Human Resources


 

Nihla Zarook is the director of human resources for ACAP.  Ms. Zarook holds a bachelor’s degree in human resources management and a master’s degree in public administration (MPA) with a specialization in organizational leadership and human resources management.  She also possesses an attorney-at-law qualification in Sri Lanka.

With experience in the United States and internationally, Ms. Zarook offers several years of human resources management and legal expertise.  Her career experience includes positions in the banking and nonprofit industries.

Ms. Zarook is responsible for the organization’s overall human resources management efforts including employee recruitment, benefits, and relations.  She also serves as ACAP’s equal employment opportunity officer.

Michelle Bowen, Director of Marketing and Development


 

Michelle Bowen is the director of marketing and development for ACAP. She holds a master’s degree in communications and public relations from the University of South Florida, Tampa.

Prior to coming to ACAP, Ms. Bowen spent over twelve years working in both the film and fashion industries in New York City. Her professional career has included positions in public relations, communications, production, fundraising, and outreach services. 

Ms. Bowen is responsible for the organization’s overall marketing, public relations, grant writing and fundraising efforts.
