The Albany Community Action Partnership Board of Directors is mandated to follow the legislation and amendments of the 1964 Economic Opportunity Act.
The composition of Community Action Agency Board of Directors must be made up of people representing specific sectors of the community. One-third (1/3) are people from the private sector, 1/3 must be local government elected officials or their designees, and, most importantly, 1/3 must be representatives of the low-income community who are elected in a democratic process.
The requirement of 1/3 representation of low-income people is the most significant difference between Community Action Agencies and other community-based organizations. Many organizations include low-income representation on their boards, but only Community Action Agencies are legislatively mandated to do so.
It allows the community itself to help identify the types of programs and services they need to lift themselves out of poverty and on the road to self-sufficiency. This gives the community the ability to empower themselves and advocate on their own behalf, and has been the basis of many successful and innovative ideas within the Community Action Movement.
